Players usually build huge railway network systems with the simple principle - trains directions are in "circles". It means that signals are only on one side of railway.
What about allow building two railways together with signals? It could save much time of mechanic work.

Laying rail together only works for flat land, which may or may not exist, depending on your climate (At non-flat land, I see not much use for such a feature). In the climates where flat land does exist, laying a double set of rail tracks saves you 1 click/drag (ie reduce zoom, drag/drop track from left to right, then drag/drop from right to left).
As for signals, it would also only save you 1-2 clicks and 1 drag if you build signals using control-dragging.

And even on flat land, it would cause frustration, because if the track gets built one tile wrong from where you wanted it, you'll have to delete and rebuild, whic will cost you two ctrl+click+drag, so in the end you have only lost your time.
