snow allways on the area

How I get snow allways on the area in winter time? And in summer time, not any snow everywhere. And this map generate automatic, which include some sea coasts.

You can change land and sea level in the advanced scenario editor of the game.
If the land is high enough there will be snow on the surface, when using the correct country.

A better idea would be to use the arctic climate which is availible here.

But which use in hills. Hills are under water or hills is flat! :roll:

And mountains are too high. I want same climate, which is in Finland. No too many mountain, but flat and hills land and snow in winter, not summer.

Try to change land height step by step.
From 1 to 28 i believe.
Also for sea level.
Must be a summer\winter landscape for every landscape.
