I think this project can be made with a prebuilded 3D engine, something like Conitec 3D Game Studio.
The language is WDL Scripting and it's very powerful and easy to use (just take a look to the screenshoots on the website) and you can integer many external dll's programmed in C++.

With it a LOT of programming work is already done!

It's a nice suggestion, but 3D GameStudio is a commercial product. Although I think the price is quite interesting (starting at $49 for a basic licence, ranging to $899 for a professional), but it's not suitable for a free software project like TE.

Yes, that's true. I got the A4 version and is really cool (i paid it 200$) but I know that you can find 3D engines for free (with much less features than 3dgs) but right now I can't remember the link.
I'm sure you can find something in the 3dgs forum!

Indeed, plus we can't even change freeware engines, while we have to change an existing engine to make it usefull for TE.

Crystal Space was listed as freeware but IIRC it is open source.

I don't really know how many of them are opensource but some of them are. I would like to put an eye to Crystal Space that seems really good.

Btw. you can have a look on Sourceforge and something you can find (the best one is Crystal Space).

Irrlicht seems to be developed for cross platform right from the start.

First problem is that it does not use an OSI-approved license. It may well be GPL-compatible, but IANAL.

I don't know anything else about this one, just found it now in relation to python and 3D.

The problem with the last one is that it is ported to other platforms, while Irrlicht and Crystal Space seem to be totally cross-platform.
