This patch let towns to build bridges over rail tracks.
- when the first bridge head starts on a flat tile, birdge length can go from 3 to 5 tiles.
- when the first bridge head starts on a non-flat tile, bridge length can go from 3 to 12 tiles.

He doesn't, it's something OpenTTD already does (to avoid long bridges over lakes). The length code is not touched in this patch, so it was irrelevant mentioning it. I've told himplanetmaker wrote:why do you differ in the allowed length, depending on the flatness of the start tile?
