town bridge over rail patch

This patch let towns to build bridges over rail tracks.

- when the first bridge head starts on a flat tile, birdge length can go from 3 to 5 tiles.
- when the first bridge head starts on a non-flat tile, bridge length can go from 3 to 12 tiles.

why do you differ in the allowed length, depending on the flatness of the start tile?

He doesn't, it's something OpenTTD already does (to avoid long bridges over lakes). The length code is not touched in this patch, so it was irrelevant mentioning it. I've told him :p
He's like, some kind of OpenTTD developer.
