New snow line hight logic

The snow line hight look sometimes a little strange, for example on very small mountains with just one or two snow tiles on it. I think, it shouldn't be too much work to change it, I think, and it would often look much better!

I prefer the second variant one, because its the most logical for me. You can vote, which one you like, the first variant is the original one and the third is like the "negative" of the original one.
