No english on WIN98

I am using a windows98 laptop, and r11246. In my lang folder i have a English.lng and a English.txt.
But when I open the game, in the languages list there is no English option. So I went into the Openttd.cfg, and changed the line that said language-brazilian_portuguese.lng to language-English.lng
yet in game the language isn't english and in the .cfg it reverts back to brazilian_portuguese.
Please help me I can't play the game in a different language.
