I have my stations placed right next to the factories, refineries, etc... and the cargo will only say "waiting en-route". Why doesn't the industy accept my cargo? I usually have "full load" and "unload" orders from the pick up to drop off points, respectively.
Any ideas?

You don't need the unload order, if the station accepts the cargo it will be unloaded automatically.

are you definitively talking about TTO here, because I can select unload for TTO and the industry will accept the cargo.
