No, there is not (anymore) a difficulty setting. However you find (nearly) all settings in the 'settings' as accessible from the main menu. And some of those of course do affect difficulty. Choosing NewGRFs, and if so which, affects difficulty often much more than the settings themselves - and as such there is no preset of settings for difficulty anymore.

The biggest difficulty modifier in the game is the map size. If you want a hard game, go for no larger map than 256x256, and then try to interconnect everything. The bigger the map, the easier it is to go cherry-picking, and then to set up long routes that may give insane returns.

Perhaps you should take a look through the manual, you might then realise how outdated it is. If the Wiki is outdated, and the wiki specifically notes that its outdated, then where else is one supposed to find the most up-to-date information?

There isn't an omission or error, the whole wiki is outdated and I do not have the inclination or time to rewrite the whole manual. My previous post was to point out that being directed to the Manual was of no use, as it's outdated and doesn't answer the OP's question.
