It's still a block-based signal, and there is a train in the block behind it, namely the train leaving at the other track.
If you want a train to be able to enter at this time, use a (one-way) path signal at the place of the enter signal, and delete all combo and exit signals.

You use block signals. Only one train can be inside one block - and there is one in the X-area right after the red entry signal
Use path signals instead. Replace the red entry signal by a one-way path signal and remove every other signal.
