Change the growth rate of a town

Is there any way to change the growth rate of a town or to delete a town that will not grow.

It depends.

If you play with a game script which handles town growth, then refer to its documentation on how it handles it.
If you play without game script, you will have to supply it with its needed cargo (if any, town window will tell). And you'll have to provide good service at 5 stations within the towns influence area.
If you run a patch pack or play on a server which runs without proper adustment in the announced version a modified OpenTTD (btpro, n-ice,...): complain to the patch pack author or the server owners.

You cannot remove a town from the game, except in the scenario editor.

PlanetMaker, we at BTPro are NOT running modified versions of OpenTTD on the server side. We are using an Admin Tool which connects over the admin port to the OpenTTD Server session in combination with a game script (if needed), but we don't modify the code of the servers running in any way! I think you are mistaking us with Novapolis (old Luukland) which have patched servers maybe?

What we DO have is a modified OpenTTD client to provide players with easy login to the Community, this community patch is running in the admin tool which connects to the admin port, so this is totally seperated from the OpenTTD code, we are providing the DIFF which was used to generate that client in combination with the ZIP file which people can download from our website, so all is VERY clear for everyone what we provide (in compliance with the GPL license).
