I have now read the complete thread you linked to, and it seems my OpenTTD version number is too high to use Canadian Roads? The version I have is 1.4.2.

Note that there are two directories for NewGRFs. The content_download/newgrf/ directory should only be used for in-game downloads. Put other NewGRFs in the one mentioned above.

Yes, not available via in-game content download, you have to manually download and activate it.
